I have examined the accompanying Ordinance, entitled "An Ordinance enacted by the Governor of Hongkong with the advice and consent of the Legislative Council thereof to authorize the Appropriation of a Supplementary sum of Two hundred and thirty-five thousand one hundred and eleven dollars and ninety-three cents to defray the charges of the year 1893, and I am of opinion that the Ordinance is one which is not contrary to the Governor's Instructions.
